Radar in the radar site. The site has lighter color than the road. The radar is probaply PRV-17 Odd Pair heightfinder radar.

Image of the radar taken 16 Jan. 2013 shows shadow of antenna. That confirms that the radar is PRV-17 Odd Pair heightfinder radar. Odd Pair radar is commonly used with S-200 system.
